Monterey Schools Propose Cuts to JROTC - Parents Rally

The Monterey Peninsula Unified School District added even more positions to the list of possible layoffs in an effort to save more than $11 million over the next few years.

More than 300 teachers, students, parents and district workers went to Monday's meeting. The majority were there to support the JROTC and music programs -- both are on the chopping block...

The love of music drew hundreds to Monday night's board meeting, supported by another group fighting to survive the district axe; the JROTC and all its programs.

"Color guard, drill team, physical fitness teams," said Paul Tanks, Navy JROTC. "There are a lot of afterschool programs that would fall by the wayside."

Martinsville High School’s JROTC program has turned students into leaders, or at least helped them achieve their full potential in life, during the past 25 years, according to retired Army Lt. Col. David King.

King, who oversees the program, said he remembers a few students who “I never thought would make it through” JROTC due to problems such as a lack of discipline. But “something clicked” in them, he said, and upon seeing them later in life, he realized they had turned their lives around.

That is why the Junior Reserve Officers’ Training Corps is valuable, he said.

But city students may not be able to participate in JROTC after this school year. The program is eliminated in the Martinsville schools’ proposed budget for fiscal 2010, which will start July 1.

City schools officials have slashed spending — including the elimination of more than 26 jobs — due to a projected loss of about $1.1 million in state funds as a result of state revenues being lower than expected.

Officials found it hard to calculate how much it costs to offer JROTC at the high school for a year. The Army fully covers some expenses, such as cadets’ uniforms and other supplies, and partially reimburses the school division for some, such as salaries for King and his assistant, Sgt. Valerie Brooks.

Travis Clemons, the division’s executive director of finance and development, estimated the city ends up spending about $75,000 on the program each year.

California Schools Cutting JROTC Programs

CONCORD, Calif.—Teachers, vice principals and librarians may all be getting pink slips as the Mt. Diablo Unified School District moves to cut its budget.

The interim superintendent for the district says in order to balance the district's $297 million budget, the school board needs to make $8.1 million in cuts.

Board members are expected to vote on recommended cuts Tuesday that would include the layoffs of 98 teachers and other credentialed employees.

The jobs of some vice principals, middle school librarians and music teachers are also on the chopping block.

Board officials are also considering slashing the funding for high school sports and a Junior ROTC program.

The district operates 56 schools and programs in the East Bay area of San Francisco.
